                      The  Committee   on Ways  and  Means,  to whom  was  referred the
                    bill (H.R. 1104) to amend   the Internal Revenue   Code  of 1986 to
                    provide a deduction  from the gift tax for gifts made to certain ex-
                    empt  organizations, having  considered the same,  report favorably
                    thereon  with  an  amendment and recommend that the bill as
                    amended   do pass.
