                  PROVIDING  FOR CONSIDERATION OF THE  SENATE AMENDMENT   TO THE
                    BILL (H.R. 2576) TO MODERNIZE THE TOXIC SUBSTANCES CONTROL ACT,
                    AND FOR OTHER  PURPOSES, AND PROVIDING FOR CONSIDERATION  OF
                    THE BILL (H.R. 897) TO AMEND THE FEDERAL INSECTICIDE, FUNGICIDE,
                    AND RODENTICIDE  ACT AND  THE FEDERAL  WATER POLLUTION  CON-
                    TROL ACT TO CLARIFY CONGRESSIONAL INTENT REGARDING  THE REG-
                    ULATION OF THE USE OF PESTICIDES IN OR NEAR NAVIGABLE WATERS,
                    AND FOR OTHER PURPOSES

                                      submitted the following


                                         REPORT

                                       [To accompany H. Res. 742]
                    The  Committee on Rules, having had under consideration House
                  Resolution 742, by a nonrecord vote, report the same to the House
                  with the recommendation that the resolution be adopted.
                             SUMMARY  OF PROVISIONS OF THE RESOLUTION
                    The  resolution provides for the consideration of the Senate
                    amendment to H.R. 2576, the TSCA  Modernization Act  of 2015.
                  The  resolution makes in order a motion offered by the chair of the
                  Committee   on Energy  and Commerce   or his designee that the
                  House  concur in the  Senate amendment   to H.R. 2576  with an
                  amendment   inserting the text of Rules Committee Print 114-54,
                  modified by the amendment   printed in this report, in lieu of the
                  matter  proposed to be  inserted by the Senate. The  resolution
                  waives all points of order against consideration of the motion and
                  provides that the motion is not subject to a demand for division of
                  the question. The resolution provides that the Senate amendment
                  and the motion shall be considered as read. The resolution provides
                  one hour of debate on the motion equally divided and controlled by
                  the chair and ranking minority member  of the Committee on En-
                  ergy and Commerce.
                    Section 2 of the resolution provides for consideration of H.R. 897,
                  the Reducing Regulatory Burdens Act of 2015, under a closed rule.
                  The  resolution provides one hour of debate equally divided and con-
                  trolled by the chair and ranking minority member   of the Com-
                  mittee on Transportation and Infrastructure. The resolution waives
                  all points of order against consideration of the bill. The resolution
