                    the bill (H.R. 4978) to require the  Government   Accountability Of-
                    fice to submit  to Congress  a  report on  neonatal abstinence  syn-
                    drome   (NAS)  in the United  States and  its treatment under  Med-
                    icaid, having  considered the  same, report  favorably thereon  with
                    amendments and recommend that the bill as amended do pass.
