                                  POSTPARTUM WOMEN ACT OF 2016

                      The  Committee   on Energy  and Commerce,   to whom   was referred
                    the bill (H.R. 3691) to amend  the  Public Health Service Act  to re-
                    authorize  the  residential treatment  programs   for pregnant   and
                    postpartum   women   and  to  establish a pilot program   to provide
                    grants  to State  substance  abuse  agencies to  promote  innovative
                    service  delivery models  for such  women,   having  considered  the
                    same,   report favorably  thereon   with  an  amendment    and   rec-
                    ommend   that the bill as amended  do pass.
