                           INFANT PLAN OF SAFE CARE IMPROVEMENT ACT



                       MAY  10, 2016.-Committed to the Committee of the Whole House on the State of

                       Mr. KLINE,  from  the Committee   on Education   and the Workforce,
                                            submitted   the  following


                                                REPORT

                                              [To accompany H.R. 4843]

                                [Including cost estimate of the Congressional Budget Office]

                        The  Committee   on  Education   and  the Workforce,   to whom   was
                     referred  the bill (H.R. 4843) to amend   the  Child Abuse   Prevention
                     and   Treatment   Act  to require  certain  monitoring   and  oversight,
                     and  for other  purposes,  having  considered  the same,   report favor-
                     ably  thereon  with  an amendment and recommend that the bill as
                     amended do pass.
                        The amendment is as follows:
                        Strike all after the enacting clause and  insert the following:
                     SECTION 1. SHORT TITLE.
                       This Act may be cited as the Infant Plan of Safe Care Improvement Act.
                     SEC. 2. BEST PRACTICES FOR DEVELOPMENT OF PLANS OF SAFE CARE.
                       Section 103(b) of the Child Abuse Prevention and Treatment Act (42 U.S.C.
                       5104(b)) is amended-
                           (1) by redesignating paragraphs (5) through (8) as paragraphs (6) through (9),
                         respectively; and
                           (2) by inserting after paragraph (4), the following:
                           (5) maintain and disseminate information about the requirements of section
                         106(b)(2)(B)(iii) and best practices relating to the development of plans of safe
                         care as described in such section for infants born and identified as being af-
                         fected by illegal substance abuse or withdrawal symptoms, or a Fetal Alcohol
                         Spectrum Disorder;.
                     SEC. 3. STATE PLANS.
                       Section 106(b)(2)(B)(iii) of the Child Abuse Prevention and Treatment Act (42
                     U.S.C. 5106a(b)(2)(B)(iii)) is amended by inserting before the semicolon at the end
                     the following: to ensure the safety and well-being of such infant following release
                     from the care of healthcare providers, including through-
                                      (I) addressing the health and substance use disorder treatment
                                    needs of the infant and affected family or caregiver; and
                                      (II) the development and implementation by the State of moni-
                                    toring systems regarding the implementation of such plans to de-
