                      The  Committee   on Oversight  and  Government   Reform,  to whom
                    was  referred the bill (H.R. 3023)  to amend  title 5, United States
                    Code,  to modify probationary periods with respect to positions with-
                    in the competitive service and the Senior Executive  Service, and for
                    other purposes, having  considered the same,  report favorably there-
                    on without  amendment   and  recommend   that the bill do pass.
