                      The  Committee   on Energy  and Commerce,   to whom   was referred
                    the  bill (H.R. 4596)  to ensure  that small  business  providers of
                    broadband   Internet  access service can devote  resources  to broad
                    band  deployment   rather than  compliance  with  cumbersome   regu-
                    latory requirements,  having  considered the same,  report favorably
                    thereon  with  an  amendment and recommend that the bill as
                    amended   do pass.
