                    Development,   and Demonstration   Authorization Act  of 1978 to pro-
                    vide  for Scientific Advisory Board   member   qualifications, public
                    participation, and for other purposes, having  considered the  same,
                    report favorably thereon  with an  amendment   and  recommend   that
                    the bill as amended  do pass.
