                       The Committee   on Homeland Security,   to whom   was referred the
                     bill (H.R. 3598) to amend the Homeland   Security Act of 2002  to en-
                     hance the partnership  between  the Department   of Homeland   Secu-
                     rity and the  National  Network   of Fusion  Centers, and  for other
                     purposes, having   considered  the same,  report  favorably  thereon
                     with an  amendment and recommend that the bill as amended do
                     pass.
