                   PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 161) TO PROVIDE FOR
                   THE   TIMELY CONSIDERATION  OF  ALL LICENSES, PERMITS, AND AP-
                   PROVALS   REQUIRED  UNDER  FEDERAL  LAW  WITH RESPECT  TO  THE
                   SITING, CONSTRUCTION,  EXPANSION, OR OPERATION OF ANY NATURAL
                   GAS   PIPELINE PROJECTS, AND  PROVIDING FOR  CONSIDERATION  OF
                   THE  BILL (H.R. 36) TO AMEND TITLE 18, UNITED STATES CODE, TO PRO-
                   TECT  PAIN-CAPABLE  UNBORN  CHILDREN, AND FOR  OTHER PURPOSES

                                          REPORT

                                        [To accompany H. Res. 38]
                     The Committee  on Rules, having had under consideration House
                   Resolution 38, by a record vote of 5 to 3, report the same to the
                   House with the recommendation that the resolution be adopted.
                             SUMMARY   OF PROVISIONS OF THE RESOLUTION
                     The resolution provides for consideration of H.R. 161, the Nat-
                   ural Gas Pipeline Permitting Reform Act, under a closed rule. The
                   resolution provides one hour of debate equally divided and con-
                   trolled by the chair and ranking minority member  of the Com-
                   mittee on Energy and Commerce.  The resolution waives all points
                   of order against consideration of the bill. The resolution provides
                   that the bill shall be considered as read. The resolution waives all
                   points of order against provisions in the bill. The resolution pro-
                   vides one motion to recommit.
                     Section 2 of the resolution provides for consideration of H.R. 36,
                   the Pain-Capable Unborn Child Protection Act, under a closed rule.
                   The resolution provides one hour of debate equally divided and con-
                   trolled by the chair and ranking minority member  of the Com-
                   mittee on the Judiciary or their respective designees. The resolu-
                   tion waives all points of order against consideration of the bill. The
                   resolution provides that the bill shall be considered as read. The
                   resolution waives all points of order against provisions in the bill.
                   The resolution provides one motion to recommit.
