                      The  Committee   on Homeland   Security, to whom  was referred the
                    bill (H.R. 3510) to amend  the Homeland   Security Act of 2002 to re-
                    quire  the Secretary of Homeland   Security to develop  a cybersecu-
                    rity strategy  for the Department   of Homeland Security, and for
                    other  purposes,  having  considered  the  same,  reports  favorably
                    thereon  with  an  amendment and recommends that the bill as
                    amended   do pass.
