                    was  referred the bill (H.R. 2395) to amend  the Inspector General
                    Act of 1978 to strengthen  the independence  of the Inspectors Gen-
                    eral, and for other purposes, having considered the same, report fa-
                    vorably thereon  without amendment and recommend that the bill
                    do pass.
