                      The Committee on the Judiciary, to whom was referred the bill
                    (H.R. 889) to amend chapter 97 of title 28, United States Code, to
                    clarify the exception to foreign sovereign immunity set forth in sec-
                    tion 1605(a)(3) of such title, having considered the same, report fa-
                    vorably thereon without amendment and recommend that the bill
                    do pass.
