                       Mr. SMITH of Texas, from the Committee on Science, Space, and
                                     Technology, submitted the following

                       The Committee on Science, Space, and Technology, to whom was
                     referred the bill (H.R. 1162) to make technical changes to provi-
                     sions authorizing prize competitions under the Stevenson-Wydler
                     Technology Innovation Act of 1980, having considered the same, re-
                     port favorably thereon with an amendment and recommend that
                     the bill as amended do pass.
