                    TO PRESCRIBE MILITARY PERSONNEL STRENGTHS FOR SUCH FISCAL
                    YEAR, AND FOR OTHER PURPOSES; PROVIDING FOR CONSIDERATION OF
                    THE BILL (H.R. 36) TO AMEND TITLE 18, UNITED STATES CODE, TO PRO-
                    TECT PAIN-CAPABLE UNBORN CHILDREN, AND FOR OTHER PURPOSES;
                    PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 2048) TO REFORM
                    THE AUTHORITIES OF THE FEDERAL GOVERNMENT TO REQUIRE THE
                    PRODUCTION OF CERTAIN BUSINESS RECORDS, CONDUCT ELECTRONIC
                    SURVEILLANCE, USE PEN REGISTERS AND TRAP AND TRACE DEVICES,
                    AND USE OTHER FORMS OF INFORMATION GATHERING FOR FOREIGN
                    INTELLIGENCE, COUNTERTERRORISM, AND CRIMINAL PURPOSES, AND
                    FOR OTHER PURPOSES; AND PROVIDING FOR CONSIDERATION OF MO-
                    TIONS TO SUSPEND THE RULES

                                         REPORT

                                       [To accompany H. Res. 255]
                    The Committee on Rules, having had under consideration House
                  Resolution 255, by a record vote of 8 to 3, report the same to the
                  House with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                    The resolution provides for the consideration of H.R. 1735, the
                  National Defense Authorization Act for Fiscal Year 2016. The reso-
                  lution provides one hour of general debate equally divided and con-
                  trolled by the chair and ranking minority member of the Com-
                  mittee on Armed Services. The resolution waives all points of order
                  against consideration of the bill. The resolution provides that no
                  further consideration of the bill shall be in order except pursuant
                  to a subsequent order of the House.
                    Section 2 of the resolution provides for consideration of H.R. 36,
                  the Pain-Capable Unborn Child Protection Act, under a closed rule.
                  The resolution provides one hour of debate equally divided and con-
                  trolled by the chair and ranking minority member of the Com-
                  mittee on the Judiciary or their respective designees. The resolu-
                  tion waives all points of order against consideration of the bill. The
