                                REAUTHORIZATION ACT OF 2013

                                         REPORT

                                         [To accompany S. 51]

                    The Committee on Environment and Public Works, to which was
                  referred a bill (S. 51) to reauthorize and amend the National Fish
                  and Wildlife Foundation Establishment Act, having considered the
                  same, reports favorably thereon without amendment and rec-
                  ommends that the bill do pass.

                               GENERAL STATEMENT AND BACKGROUND
                    The National Fish and Wildlife Foundation Reauthorization Act
                  of 2013 reauthorizes the National Fish and Wildlife Foundation
                  (NFWF), which was established by Congress in 1984 to catalyze
                  private investments to conserve fish, wildlife, and their habitats.
                    Since inception, NFWF has leveraged $576 million in federal
                  funds into $2 billion for conservation through more than 11,600
                  grants in the United States and abroad. NFWF is currently work-
                  ing with 14 federal agencies and more than 50 corporations, foun-
                  dations, and other private organizations to coordinate and leverage
                  funds for conservation through competitive grant programs. The
                  stated purposes of the Foundation are:
                    (1) To encourage, accept, and administer private gifts of property
                  for the benefit of, or in connection with, the activities and services
                  of the United States Fish and Wildlife Service; and
                    (2) To undertake and conduct such other activities as will further
                  the conservation and management of the fish, wildlife, and plant
