                     PROVIDING FOR THE CONSIDERATION OF H.R. 3660, THE
                          PARTIAL-BIRTH ABORTION BAN ACT OF 2000



                      APRIL 4, 2000.-Referred to the House Calendar and ordered to be printed


                              Mr. LINDER, from the Committee on Rules,
                                      submitted the following


                                           REPORT

                                       [To accompany H. Res. 457]
                    The Committee on Rules, having had under consideration House
                  Resolution 457, by a nonrecord vote, report the same to the House
                  with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                    The resolution provides for the consideration of H.R. 3660, the
                  Partial-Birth Abortion Ban Act of 2000, under a closed rule. The
                  rule provides two hours of debate in the House equally divided be-
                  tween the chairman and ranking minority member of the Com-
                  mittee on the Judiciary. Also, the rule provides one motion to re-
                  commit.
                    The rule further provides that after passage of H.R. 3660, it shall
                  be in order to take from the Speaker's table S. 1692, consider it in
                  the House, and to move to strike all after the enacting clause and
                  insert the text of H.R. 3660 as passed by the House. All points of
                  order against the motion to strike and insert are waived. If the mo-
                  tion is adopted and the Senate bill, as amended, is passed, then it
                  shall be in order to move that the House insist on its amendment
                  and request a conference.
