The Committee on Rules, having had under consideration House
Resolution 46, by a nonrecord vote, report the same to the House
with the recommendation that the resolution be adopted.
BRIEF SUMMARY OF PROVISIONS OF RESOLUTION
The resolution provides for the consideration of H.R. 581, the
Family Planning Facilitation and Abortion Funding Restriction
Act of 1997 under a closed rule. The rule provides one hour of de-
bate equally divided and controlled by Representative Smith of
New Jersey or his designee and a Member opposed to the bill. The
rule provides one motion to recommit.
