Mr. HASTINGS of Washington, from the Committee on Rules,
                                      submitted the following

                                           REPORT

                                       [To accompany H. Res. 153]
The Committee on Rules, having had under consideration House
Resolution 153, by a nonrecord vote, report the same to the House
with the recommendation that the resolution be adopted.
BRIEF SUMMARY OF PROVISIONS OF RESOLUTION
The resolution provides for the consideration of H.R. 408, the
International Dolphin Conservation Program Act under a modi-
fied closed rule. The rule provides 1 hour of general debate divided
equally between the chairman and ranking minority member of the
                  Committee on Resources.
The rule provides, in lieu of the Resources Committee amend-
ment, that the amendment in the nature of a substitute printed in
the Congressional Record and numbered 1 shall be considered as
an original bill for the purpose of amendment and that the amend-
ment be considered as read. The rule also waives clause 7 of rule
XVI (germaneness) against the Resources Committee amendment
in the nature of a substitute.
The rule provides for an amendment offered by Representative
Miller (CA) or his designee printed in the Congressional Record.
The amendment offered by Representative Miller (CA) or his des-
ignee shall be considered as read, shall be debatable for 1 hour
equally divided between proponent and opponent, and shall not be
                  subject to amendment.
Finally, the rule provides for one motion to recommit, with or
                  without instructions.
