                       The  Committee  on  House  Administration,  to whom   was referred
                     the bill (H.R. 4316) to amend  the National  Voter  Registration Act
                     of 1993 to permit  a State to include as part of the mail voter reg-
                     istration form a requirement   that applicants provide  proof of citi-
                     zenship, and  for other purposes,  having  considered the  same,  re-
                     ports favorably thereon with  an amendment and recommends that
                     the bill as amended do pass.
