The Committee on Natural Resources, to whom was referred the
bill (H.R. 6009) to require the Director of the Bureau of Land Man-
agement to withdraw the proposed rule relating to fluid mineral
leases and leasing process, and for other purposes, having consid-
ered the same, reports favorably thereon with an amendment and
recommends that the bill as amended do pass.
The amendment is as follows:
Strike all after the enacting clause and insert the following:
SECTION 1. SHORT TITLE.
This Act may be cited as the Restoring American Energy Dominance Act.
SEC. 2. WITHDRAWAL OF BLM PROPOSED RULE.
(a) IN GENERAL.-Not later than 30 days after the date of enactment of this Act,
the Director of the Bureau of Land Management shall withdraw the proposed rule
of the Bureau of Land Management entitled Fluid Mineral Leases and Leasing
Process (88 Fed. Reg. 47562 (July 24, 2023)).
(b) No FURTHER ACTION.-The Director of the Bureau of Land Management may
not take any action to finalize, implement, or enforce the proposed rule described
in subsection (a) or any substantially similar rule.
PURPOSE OF THE LEGISLATION
The purpose of H.R. 6009 is to require the Director of the Bureau
of Land Management to withdraw the proposed rule relating to
fluid mineral leases and leasing process, and for other purposes.
