                                  MINING   SCHOOLS ACT OF 2023

                                   Resources, submitted the following

                     The  Committee  on Energy and Natural  Resources, to which was
                   referred the bill (S. 912), to require the Secretary of Energy to pro-
                   vide technology grants to strengthen domestic  mining education,
                   and for other purposes, having considered the same, reports favor-
                   ably thereon without amendment   and recommends  that the bill do
                   pass.
                                               PURPOSE
                     The  purpose of S. 912 is to require the Secretary of Energy to
                   provide technology grants to strengthen domestic mining education.
                                        BACKGROUND   AND NEED
                     S. 912 directs the Secretary of Energy, in consultation with the
                   Secretary of the Interior (acting through the Director of the United
                   States Geological Survey), to establish a grant program to strength-
                   en domestic mining education by awarding competitive grants to el-
                   igible mining schools for the purpose of recruiting qualified profes-
                   sionals to meet future energy and mineral needs. The bill also es-
                   tablishes the Mining  Professional Development  Advisory  Board,
                   which  would be composed  of 6 members, 3 with experience in the
                   mining  industry and 3 with experience in academia in the mining
                   sector, each to serve for a term of 4 years. The  purpose of the
                   Board  is to evaluate grant applications and provide recommenda-
                   tions for selections to the Secretary, to propose funding amounts,
                   and perform  oversight of the program. The bill allows for up to 10
