    Mr. MANCHIN,  from the Committee on Energy and Natural

               Resources, submitted the following


                       R  E  P O  R  T

                       [To accompany S. 1657]
  The Committee  on Energy and Natural Resources, to which was
referred the bill (S. 1657) to authorize the Secretary of the Interior
to convey certain public land to La Paz County, Arizona, and for
other purposes, having  considered the same, reports favorably
thereon with  amendments   and  recommends   that the  bill, as
amended, do pass.
                         AMENDMENTS
  1. On page 2, line 2, strike 4,800 and insert 3,400.
  2. On page 2, strike lines 6 through 9 and insert the following:
          (3) MAP.-The  term map means  the map  entitled
        BLM   Arizona-La   Paz  County  Land  Conveyance
        Map, Bureau  of Land  Management-Colorado River
        District, Yuma Field Office and dated June 29, 2023.
                           PURPOSE
  The purpose of S. 1657 is to authorize the Secretary of the Inte-
rior to convey certain public land to La Paz County, Arizona, to fa-
cilitate the county's development of a large-scale solar power
project.
                    BACKGROUND   AND NEED
  La Paz County, Arizona possesses solar energy potential but has
been challenged in the renewable energy sector because of the rel-
atively small amount of private lands within the county. More than
