ports favorably thereon with an amendment, in the nature of a
substitute, and that the bill, as amended, do pass.

              I. LEGISLATIVE   BACKGROUND
  The Committee  on Finance, having considered S. 2973, a bill to
amend  titles XI, XVIII, and XIX of the Social Security Act to lower
prescription drug prices and strengthen safeguards related to pre-
scription drugs, and for other purposes, reported favorably thereon
that the bill as modified by the Committee do pass.
