                              ARMED CONFLICT MIGRATION ACT OF 2023

                        The  Committee   on Financial  Services, to whom   was  referred  the
                     bill (H.R. 6367)  to direct the Secretary  of the Treasury   to instruct
                     the  United  States  Executive  Director  at each  international  finan-
                     cial institution to use  the voice, vote, and  influence  of the United
                     States  to provide  financial assistance  to countries  that receive an
                     influx  of civilian, non-combatant  displaced  persons  stemming   from
                     the  armed   conflict that has  resulted  from  Hamas's   October  2023
                     terrorism  in  Israel, to be used  for humanitarian aid for the dis-
                     placed   persons,  having   considered   the  same,  reports  favorably
                     thereon   with  an  amendment and recommends that the bill as
                     amended do pass.
                        The amendment is as follows:
                        Strike all after the enacting clause and  insert the following:
                     SECTION 1. SHORT TITLE.
                       This Act may be cited as the Armed Conflict Migration Act of 2023.
                     SEC. 2. UNITED STATES ADVOCACY IN THE INTERNATIONAL FINANCIAL INSTITUTIONS FOR
                              FINANCIAL ASSISTANCE FOR COUNTRIES THAT RECEIVE AN INFLUX OF DIS-
                              PLACED PERSONS STEMMING FROM THE ARMED CONFLICT THAT HAS RESULTED
                              FROM HAMAS'S OCTOBER 2023 TERRORISM IN ISRAEL, TO BE USED FOR HUMANI-
                              TARIAN AID FOR THE DISPLACED PERSONS.
                       (a) IN GENERAL.-The Secretary of the Treasury shall instruct the United States
                     Executive Director at each international financial institution (as defined in section
                     1701(c)(2) of the International Financial Institutions Act (22 U.S.C. 262r(c)(2))) to
                     use the voice, vote, and influence of the United States to support the provision of
                     financial assistance to countries that receive an influx of civilian, non-combatant
                     displaced persons stemming from the armed conflict that has resulted from Hamas's
                     October 2023 terrorism in Israel, to be used for humanitarian aid for the displaced
                     persons, provided that such persons are not arbitrarily deprived of the ability to re-
                     enter the place from which they were displaced, consistent with 999 U.N.T.S. 171,
                     and provided that the country is not a state sponsor of terrorism.
