The Committee on Financial Services, to whom was referred the
bill (H.R. 4823) to provide enhanced reporting requirements for
Federal banking regulators, to amend the Federal Reserve Act to
remove the designation of Vice Chairman for Supervision of the
Board of Governors of the Federal Reserve System, and for other
purposes, having considered the same, reports favorably thereon
with an amendment and recommends that the bill as amended do
pass.
The amendment is as follows:
Strike all after the enacting clause and insert the following:
SECTION 1. SHORT TITLE; TABLE OF CONTENTS.
(a) SHORT TITLE.-This Act may be cited as the American Financial Institution
Regulatory Sovereignty and Transparency Act of 2023 or the American FIRST Act
of 2023.
(b) TABLE OF CONTENTS.-The table of contents for this Act is as follows:

TITLE I-STOP EXECUTIVE CAPTURE OF BANKING REGULATORS
