                   PROVIDING FOR CONSIDERATION  OF THE BILL (H.R. 4664) MAKING APPRO-
                   PRIATIONS   FOR FINANCIAL  SERVICES  AND GENERAL   GOVERNMENT
                   FOR   THE FISCAL YEAR ENDING  SEPTEMBER  30, 2024, AND FOR OTHER
                   PURPOSES

                                       submitted the following


                                          R  E  P  O  R  T

                                        [To accompany H. Res. 847]
                     The Committee  on Rules, having had under consideration House
                   Resolution 847, by a record vote of 9 to 3, report the same to the
                   House with the recommendation  that the resolution be adopted.
                              SUMMARY  OF PROVISIONS OF THE RESOLUTION
                     The resolution provides for consideration of H.R. 4664, the Fi-
                   nancial Services and  General  Government   Appropriations Act,
                   2024, under a structured rule. The resolution waives all points of
                   order against consideration of the bill. The resolution provides one
                   hour of general debate equally divided and controlled by the chair
                   and ranking minority member  of the Committee on Appropriations
                   or their respective designees. The resolution provides that the
                   amendment   printed in part A of the Rules Committee report shall
                   be considered as adopted and the bill, as amended, shall be consid-
                   ered as read. The resolution waives all points of order against pro-
                   visions in the bill, as amended. The resolution makes in order only
                   those amendments   printed in part B of the Rules Committee re-
                   port, amendments  en bloc described in section 3, and pro forma
                   amendments   described in section 4. Each amendment shall be con-
                   sidered only in the order printed in the report, may be offered only
                   by a Member  designated in the report, shall be considered as read,
                   shall be debatable for the time specified in the report equally di-
                   vided and controlled by the proponent and an opponent, shall not
                   be subject to amendment except as provided by section 4 of the res-
                   olution, and shall not be subject to a demand for division of the
                   question. All points of order against the amendments printed in
                   part B of the Rules Committee  report or amendments  en bloc de-
                   scribed in section 3 of the resolution are waived. The resolution
                   provides that the chair of the Committee on Appropriations or her
