                    MENT, AND  RELATED AGENCIES FOR  THE FISCAL YEAR ENDING SEP-
                    TEMBER  30, 2024, AND FOR OTHER PURPOSES; AND PROVIDING  FOR
                    CONSIDERATION OF THE BILL (H.R. 6126) MAKING EMERGENCY SUPPLE-
                    MENTAL  APPROPRIATIONS TO RESPOND  TO THE  ATTACKS IN ISRAEL
                    FOR THE FISCAL YEAR ENDING  SEPTEMBER 30, 2024, AND FOR OTHER
                    PURPOSES

                    The  Committee on Rules, having had under consideration House
                  Resolution 838, by a record vote of 8 to 3, report the same to the
                  House  with the recommendation that the resolution be adopted.
                             SUMMARY  OF PROVISIONS OF THE RESOLUTION
                    The  resolution provides for consideration of H.R. 4821, the De-
                  partment  of the Interior, Environment, and Related Agencies Ap-
                  propriations Act, 2024, under a structured rule. The resolution
                  waives all points of order against consideration of the bill. The res-
                  olution provides one hour of general debate equally divided and
                  controlled by the chair and ranking minority member of the Com-
                  mittee on Appropriations or their respective designees. The resolu-
                  tion provides that the bill shall be considered as read. The resolu-
                  tion waives all points of order against provisions in the bill. The
                  resolution makes in order only those amendments printed in part
                  A  of the Rules Committee report, amendments en bloc described in
                  section 3 and pro forma amendments  described in section 4. Each
                  amendment   shall be considered only in the order printed in the re-
                  port, may be offered only by a Member  designated in the report,
                  shall be considered as read, shall be debatable for the time speci-
                  fied in the report equally divided and controlled by the proponent
                  and  an opponent, shall not be subject to amendment except as pro-
