                      The  Committee   on Energy  and Commerce,   to whom   was referred
                    the bill (H.R. 3309) to amend  the Middle  Class Tax  Relief and Job
                    Creation  Act of 2012 to establish a uniform fee schedule applicable
                    to the processing  of forms for the consideration of applications for
                    the placement  of communications   facilities on certain buildings and
                    other  property owned   by the  Federal Government,   and  for other
                    purposes,  having  considered  the same,  reports favorably  thereon
                    without  amendment   and  recommends   that the bill do pass.
