Resources, submitted the following
R E P O R T
[To accompany S. 873]
The Committee on Energy and Natural Resources, to which was
referred the bill (S. 873), to improve recreation opportunities on,
and facilitate greater access to, Federal public land, and for other
purposes, having considered the same, reports favorably thereon
with amendments and recommends that the bill, as amended, do
pass.
AMENDMENTS
The amendments are as follows:
1. Strike section 122 and insert the following:
SEC. 122. CLIMBING GUIDANCE.
(a) GUIDANCE.-Not later than 18 months after the date
of enactment of this Act, each Secretary concerned shall
issue guidance for recreational climbing activities on Fed-
eral land under the jurisdiction of the Secretary concerned,
including within components of the National Wilderness
Preservation System.
(b) APPLICABLE LAw.-The guidance issued under sub-
section (a) shall ensure that recreational climbing activi-
ties comply with the laws (including regulations) applica-
ble to the land under the jurisdiction of the Secretary con-
cerned.
(c) WILDERNESS AREAS.-
(1) IN GENERAL.-The guidance issued under sub-
section (a) shall recognize that recreational climbing
(including the placement and maintenance of fixed an-
