                     was  referred  the bill (H.R. 3399) to  study the  security of the Soo

                     or failure of the Soo  Locks, and  for other purposes,  having  consid-
                     ered  the same,  reports favorably  thereon  without  amendment and
                     recommends that the bill   do pass.
