  The  Committee  on Rules, having  had under  consideration House
Resolution 529, by  a record vote of 9 to 3, report the same to the
House  with the recommendation   that the resolution be adopted.
           SUMMARY   OF PROVISIONS  OF THE RESOLUTION
  The  resolution hereby  re-refers House  Resolution  503  to the
Committee   on  Homeland   Security, and in  addition to the Com-
mittee on the Judiciary. The resolution is not intended to make any
changes  to future referral patterns.
