Mr. GRIJALVA, from the Committee on Natural Resources,
submitted the following
R E P O R T

The Committee on Natural Resources, to whom was referred the
bill (H.R. 2348) to maximize land management efficiencies, promote
land conservation, generate education funding, and for other pur-
poses, having considered the same, reports favorably thereon with-
out amendment and recommends that the bill do pass.
PURPOSE OF THE BILL
The purpose of H.R. 2348 is to maximize land efficiencies, pro-
mote land conservation, and generate education funding.
BACKGROUND AND NEED FOR LEGISLATION
Stemming from the General Land Ordinance of 17851 and the
Northwest Ordinance,2 Congress in its earliest days granted each
new state certain federal lands to be held in trust by that state for
the sole purpose of generating income for public institutions, in
particular for education.3 Today, there are approximately 46 mil-
