Mr. GRIJALVA, from the Committee on Natural Resources,
submitted the following

The Committee on Natural Resources, to whom was referred the
bill (H.R. 1517) to amend the Mineral Leasing Act to make certain
adjustments to the fiscal terms for fossil fuel development and to
make other reforms to improve returns to taxpayers for the devel-
opment of Federal energy resources, and for other purposes, having
considered the same, reports favorably thereon with an amendment
and recommends that the bill as amended do pass.
The amendment is as follows:
Strike all after the enacting clause and insert the following:
SECTION 1. SHORT TITLE.
This Act may be cited as the Ending Taxpayer Welfare for Oil and Gas Compa-
nies Act of 2021.
