The Committee on Foreign Affairs, to whom was referred the res-
olution (H. Res. 1456) of inquiry requesting the President and di-
recting the Secretary of State to transmit, respectively, certain doc-
uments to the House of Representatives relating to the conclusion
of the Department of State on whether Marc Fogel is wrongfully
detained, having considered the same, reports unfavorably thereon
without amendment and recommends that the resolution not be
agreed to.
