Mr. GRIJALVA, from the Committee on Natural Resources,
submitted the following
R E P O R T

The Committee on Natural Resources, to whom was referred the
bill (H.R. 3600) to amend the National Trails System Act to des-
ignate the Route 66 National Historic Trail, and for other purposes,
having considered the same, reports favorably thereon without
amendment and recommends that the bill do pass.
PURPOSE OF THE BILL
The purpose of H.R. 3600 is to amend the National Trails System
Act to designate the Route 66 National Historic Trail.
BACKGROUND AND NEED FOR LEGISLATION
H.R. 3600 would succeed the expiration of the Route 66 Corridor
Preservation Program, which sunsetted in 2019, by designating
Route 66 as a National Historic Trail. The designation would sup-
port existing efforts to preserve historic resources, enhance and en-
courage public access, and facilitate local partnerships and restora-
tion. The bill stipulates that the National Historic Trail would be
administrated by the Secretary of the Interior, and that the bill
would not prohibit, hinder, or disrupt the development, production,
or transmission of energy.
Commissioned in 1926 as part of the first federal highway sys-
tem, Route 66 constitutes one of the first major interstates con-
necting the Midwest and the Pacific Coast. This 2,400-mile route,
which stretches from Chicago to Santa Monica, has played an es-
sential role in American history-providing a route for refuge dur-
ing the Dustbowl, serving as a strategic military route during
