The Committee on Natural Resources, to whom was referred the
bill (H.R. 1884) to repeal section 3003 of the Carl Levin and How-
ard P. Buck McKeon National Defense Authorization Act for Fis-
cal Year 2015, and for other purposes, having considered the same,
reports favorably thereon without amendment and recommends
that the bill do pass.
PURPOSE OF THE BILL
The purpose of H.R. 1884 is to repeal section 3003 of the Carl
Levin and Howard P. Buck McKeon National Defense Authoriza-
tion Act for Fiscal Year 2015.
BACKGROUND AND NEED FOR LEGISLATION
In December 2014, Congress passed the Southeastern Arizona
Land Exchange in section 3003 of the Carl Levin and Howard P.
Buck McKean National Defense Authorization Act for fiscal year
2015,1 which authorized the exchange of a 2,422-acre parcel of land
in Arizona's Tonto National Forest, known as the Oak Flat Fed-
eral Parcel, to Resolution Copper Mining, LLC (Resolution Cop-
per). The section 3003 language, a last-minute addition to must-
