HOUSE AMENDMENT TO THE SENATE AMENDMENT TO THE BILL (H.R.
4346) MAKING APPROPRIATIONS FOR THE LEGISLATIVE BRANCH FOR
THE FISCAL YEAR ENDING SEPTEMBER 30, 2022, AND FOR OTHER PUR-
POSES, AND PROVIDING FOR PROCEEDINGS DURING THE PERIOD FROM
AUGUST 1, 2022, THROUGH SEPTEMBER 12, 2022

The Committee on Rules, having had under consideration House
Resolution 1289, by a record vote of 9 to 4, report the same to the
House with the recommendation that the resolution be adopted.
SUMMARY OF PROVISIONS OF THE RESOLUTION
The resolution provides for the consideration of the Senate
Amendment to the House Amendment to the Senate Amendment
to H.R. 4346. The resolution makes in order a motion offered by
the chair of the Committee on Science, Space, and Technology or
her designee that the House concur in the Senate Amendment to
the House Amendment to the Senate Amendment to H.R. 4346.
The resolution waives all points of order against consideration of
the motion and the Senate amendment. The resolution provides
that the Senate amendment and the motion shall be considered as
read. The resolution provides one hour of debate on the motion
equally divided and controlled by the chair and ranking minority
member of the Committee on Science, Space, and Technology or
their designees. Section 2 of the resolution provides that on any
legislative day during the period from August 1, 2022, through Sep-
tember 12, 2022, the Journal of the proceedings of the previous day
shall be considered as approved. The resolution provides that the
Speaker may appoint Members to perform the duties of the Chair
for the duration of the period addressed by section 2 of the resolu-
tion. The resolution provides that each day during the period ad-
dressed by section 2 of the resolution shall not constitute a cal-
endar day for the purposes of section 7 of the War Powers Resolu-
tion (50 U.S.C. 1546). The resolution provides that each day during
