BACKGROUND AND NEED FOR THE RESOLUTION
House rule X, clause 6 charges the Committee on House Admin-
istration (Committee) with the responsibility of authorizing the
expenses, including staff salaries, for the committees of the House
of Representatives (House), except the Committee on Appropria-
tions. During the first session of a Congress, the Committee will
