ACT OF 2021

The Committee on Environment and Public Works, to which was
referred the bill (S. 914) to amend the Safe Drinking Water Act
and the Federal Water Pollution Control Act to reauthorize pro-
grams under those Acts, and for other purposes, having considered
the same, reports favorably thereon with an amendment in the na-
ture of a substitute and recommends that the bill, as amended, do
pass.
GENERAL STATEMENT
The Drinking Water and Wastewater Infrastructure Act of 2021
(DWWIA), creates, updates, and improves Environmental Protec-
tion Agency (EPA) programs associated with drinking water infra-
structure under the Safe Drinking Water Act (SDWA) and clean
water infrastructure under the Federal Water Pollution Control Act
(Clean Water Act or CWA).
Title I, focused on drinking water related policy, reauthorizes
critical Safe Drinking Water Act programs, including the Drinking
Water State Revolving Fund (DWSRF), to protect public health
through promoting compliance with drinking water standards, re-
forming drinking water programs, and promote resilience of drink-
ing   water   systems   from   natural   hazards,   cybersecurity
vulnerabilities, or extreme weather events, included those related
to climate change. This bill focuses on expanding program eligi-
bility and opportunities for small, rural, tribal, and disadvantaged
communities, including programs focused on resilience and sustain-
ability. The bill also creates lead reduction programs and author-
