BACKGROUND AND NEED FOR THE RESOLUTION
Pursuant to House rule X, clause 6, the Committee on House Ad-
ministration (hereinafter referred to as the Committee) reports
an omnibus, biennial primary expense resolution to cover the ex-
penses of each standing and select committee of the House, except
the Committee on Appropriations. House Resolution 316 is the pri-
mary expense resolution reported by the Committee on House Ad-
ministration for the 117th Congress.
