                       The  Committee   on  Transportation  and  Infrastructure, to  whom
                     was  referred the bill (H.R. 4611) to modify permitting requirements
                     with respect to the discharge  of any pollutant from  the Point Loma
                     Wastewater Treatment Plant in certain circumstances, and for
                     other  purposes,  having   considered  the  same,  reports  favorably
                     thereon  with  an  amendment and recommends that the bill as
                     amended   do pass.
