                                   Infrastructure, submitted the following

                                            [To accompany H.R. 4358]

                      The  Committee   on  Transportation  and  Infrastructure, to whom
                    was  referred the bill (H.R. 4358) to direct the Administrator of the
                    Federal  Emergency   Management Agency to submit to Congress a
                    report on preliminary  damage   assessment  and to establish damage
                    assessment   teams in the Federal  Emergency   Management   Agency,
                    and  for other purposes, having  considered the same,  reports favor-
                    ably thereon  with an  amendment   and  recommends   that the bill as
                    amended   do pass.
