                      H.R.  1986, the  Effective Prosecution of Biological Toxins  and
                    Agents  Act of 2019, is designed to correct a scrivener's error in
                    section 175b  of title 18 of the United States Code  to ensure that
                    the statute  prohibits the shipment,  transportation, possession or
                    receipt of the complete list of biological toxins and agents that Con-
