                  PROVIDING FOR CONSIDERATION OF THE SENATE AMENDMENTS TO THE
                    BILL (H.R. 925) TO EXTEND THE AUTHORIZATION OF APPROPRIATIONS
                    FOR ALLOCATION TO CARRY OUT APPROVED WETLANDS CONSERVA-
                    TION PROJECTS UNDER THE NORTH AMERICAN WETLANDS CONSERVA-
                    TION ACT THROUGH FISCAL YEAR 2024

                            Mr. McGOVERN, from the Committee on Rules,
                                      submitted the following

                                         REPORT

                                       [To accompany H. Res. 1161]
                    The Committee on Rules, having had under consideration House
                  Resolution 1161, by a record vote of 7 to 3, report the same to the
                  House with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                    The resolution provides for the consideration of the Senate
                    amendments to H.R. 925, the America's Conservation Enhance-
                  ment Act. The resolution makes in order a single motion offered by
                  the chair of the Committee on Appropriations or her designee that
                  the House: (1) concur in the Senate amendment to the title; and
                  (2) concur in the Senate amendment to the text with an amend-
                  ment consisting of the text of Rules Committee Print 116-66. The
                  resolution waives all points of order against consideration of the
                  motion and provides that it shall not be subject to a question of
                  consideration or demand for division of the question. The resolution
                  provides that the Senate amendments and the motion shall be con-
                  sidered as read. The resolution provides two hours of debate on the
                  motion equally divided and controlled by the chair and ranking mi-
                  nority member of the Committee on Appropriations.
                                      EXPLANATION OF WAIVERS
                    The waiver of all points of order against consideration of the mo-
                  tion includes waivers of the following:
                        * Section 306 of the Congressional Budget Act, which pro-
                      hibits consideration of legislation within the jurisdiction of the
                      Committee on the Budget unless referred to or reported by the
                      Budget Committee.
