                      The Committee on the Judiciary, to whom was referred the bill
                    (H.R. 5053) to exempt juveniles from the requirements for suits by
                    prisoners, and for other purposes, having considered the same, re-
                    ports favorably thereon without amendment and recommends that
                    the bill do pass.

                                         Purpose and Summary

                      H.R. 5053, the Justice for Juveniles Act, is a bipartisan bill
                    that would eliminate the administrative exhaustion requirement
                    for youth before they may file a lawsuit that alleges violations con-
                    cerning the conditions of their incarceration. The administrative
                    grievance procedure, established by the Prison Litigation Reform
                    Act (PLRA), requires inmates at federal, state, and local facilities
                    to file administrative complaints through the prison in which they
                    are detained. Under the proposed bill, youth could initiate legal ac-
