                          SENIORS FRAUD PREVENTION ACT OF 2019

                     Mr. WICKER, from the Committee on Commerce, Science, and
                              Transportation, submitted the following


                                        REPORT

                                        [To accompany S. 512]

                    The Committee on Commerce, Science, and Transportation, to
                  which was referred the bill (S. 512) to establish an advisory office
                  within the Bureau of Consumer Protection of the Federal Trade
                  Commission to prevent fraud targeting seniors, and for other pur-
                  poses, having considered the same, reports favorably thereon with-
                  out amendment and recommends that the bill do pass.
                                       PURPOSE OF THE BILL
                    The purpose of S. 512, the Seniors Fraud Prevention Act of 2019,
                  is to establish an advisory office within the Bureau of Consumer
                  Protection of the Federal Trade Commission (FTC or Commission)
                  to advise the Commission on the prevention of fraud targeting sen-
                  iors by monitoring the market for specific fraud schemes aimed at
                  seniors and coordinating with other agencies to provide consumer
                  education materials to seniors and their caregivers. The bill also
                  would require the FTC to work with the United States Attorney
                  General to establish procedures to log complaints regarding fraud
                  targeting seniors.
                                     BACKGROUND AND NEEDS
                    Seniors, specifically Americans aged 65 years and older, number
                  over 43 million and are the fastest growing segment of the popu-
