                    TAKE LAND INTO TRUST FOR THE BENEFIT OF THE SANTA YNEZ BAND
                    OF CHUMASH MISSION INDIANS, AND FOR OTHER PURPOSES

                                         REPORT

                                         [To accompany H.R. 317]

                    The Committee on Indian Affairs, to which was referred the bill
                  (H.R. 317) to reaffirm the action of the Secretary of the Interior to
                  take land into trust for the benefit of the Santa Ynez Band of
                  Chumash Mission Indians, and for other purposes, having consid-
                  ered the same, reports favorably thereon with an amendment (in
                  the nature of a substitute) and recommends that the bill (as
                  amended) do pass.
                                             PURPOSE
                    The purpose of the bill, H.R. 317, is to provide congressional au-
                  thorization for the U.S. Department of the Interior (DOI) to take
                  land owned in fee by the Santa Ynez Band of Chumash Indians
                  (Chumash Tribe or Tribe) into trust for the benefit of the Tribe.
                                           BACKGROUND
                    The Chumash Tribe, a federally recognized Indian Tribe, is lo-
                  cated in the County of Santa Barbara (County), California. In 1901,
                  99-acres of land was used to establish the Santa Ynez reservation
                  for the Chumash Tribe. Over time, the Chumash Tribe secured
                  funding to build a limited number of homes on their reservation.
                    In 2010, the Chumash Tribe purchased 1,427.28 acres of land,
                  known as Camp 4, to address their housing shortage. With the in-
                  tent of filing an application to take Camp 4 into trust, the
                  Chumash Tribe delivered a cooperative agreement to the County.
                  After two years of negotiation with the County, in 2013, the
                  Chumash Tribe filed a fee to trust application with the Bureau of
