                     was referred the bill (H.R. 1132) to amend the Federal Water Pol-
                     lution Control Act to establish a grant program to support the res-
                     toration of San Francisco Bay, having considered the same, report
                     favorably thereon with an amendment and recommend that the bill
                     as amended do pass.
