                     Ms. MURKOWSKI, from the Committee on Energy and Natural
                                Resources, submitted the following


                                        REPORT

                                        [To accompany S. 2137]
                    The Committee on Energy and Natural Resources, to which was
                  referred the bill (S. 2137) to promote energy savings in residential
                  buildings and industry, and for other purposes, having considered
                  the same, reports favorably thereon with amendments and rec-
                  ommends that the bill, as amended, do pass.
                                          AMENDMENTS
                    The amendments are as follows:
                    On page 87, line 24, insert (as amended by section 301) before
                  is amended.
                    On page 88, line 1, strike (h) and insert (i).
                    Beginning on page 95, strike line 23 and all that follows through
                  page 96, line 11 and insert the following:
                        (a) DEFINITIONS.-Section 303 of the Energy Conserva-
                      tion and Production Act (42 U.S.C. 6832) (as amended by
                      section 101(a)) is amended-
                           (1) in each of paragraphs (1) through (13), (15), and
                         (16), by inserting a paragraph heading, the text of
                         which is comprised of the term defined in that para-
                         graph;
                           (2) by redesignating paragraphs (2) through (13) and
                         (15) through (18) as paragraphs (3), (4), (6), (7), (8),
                         (10), (15), (16), (17), (18), (19), (9), (5), (2), (11), and
                         (12), respectively, and moving the paragraphs so as to
                         appear in numerical order; and
